bulletMVCCAA General Membership meeting, 6 November 2008, MVCC campus

1. In response to the MVCCAA Executive Committee fundraising letter mailed to members in late October, SUAAction received approximately $1,500.00 in donations through 6 Nov 08. Congratulations to Mr. Lentz and Ms. Stewart - excellent collaboration on the fundraising task!

2. The Con-Con initiative on the ballot in Illinois was rejected by voters.

3. SUAA lobbyist Dick Lockhart made a strong point that a lobbyist, working on behalf of his or her client (s), needs to review each bill introduced in a legislative in order to identify "bad bills" - i.e. legislation which has potential negative impact on a client. For example, SB 750 introduced in Spring 2008 had the intent to impose a tax on retirement income, starting in 2010. Fortunately, the bill was "killed" in Committee.

4. SUAA president Richard Johnson initiated a number of strategies designed to improve state-wide tactics in addressing pension and benefit issues in Springfield, Il. For example, SUAA chapters have been organized into network groupings: South, Central, and North.
Chapter presidents in the North grouping attended a network session to discuss issues. Each chapter now has designated legislative contact persons. 

5. Ralph Martire (Executive Director, Center for Tax and Budget Accountability, www.ctbaonline.org ) discussed a number of issues associated with pensions and the State budget. For example,

  1. A combination of factors have influenced declining State tax revenues: loss of high paying manufacturing jobs, increase of lower paying service sector jobs, lagging State economy.
  2. Declining State revenue combined with increased demands for public services leads to who gets what $ are available.
  3. Spending for public employee pensions has increased from 519 millions in 1995 to 1.37 billion in 2007.
  4. There is a need to reform the State tax code, make an investment in education to develop a trained skilled workforce - that may attract businesses to tap into such workforce,....

6. Dan Slack (Executive Director, SURS www.surs.org ) made some of the following points.

  1. New ethics legislation and SURS rules are designed to improve the integrity of the state retirement systems - e.g., system trustees need to have training in investment strategies,....
  2. Pursuant to state legislation, SURS divested investments associated with Iran and Sudan.
  3. HB 0134 and SR 0530, which passed in Spring 07, encourages and supports action by Congress to repeal or reduce effects associated with the Social Security Offset and Windfall provisions.
  4. Senate Joint Resolution provides that the Joint Task Force on College Insurance Program must report its findings and recommendations to the General Assembly by 31 December 2008.

7. Pending legislation (Spring 2009) that has relevancy to SURS annuitants (visit www.suaa.org to read summaries or the text of listed legislation).

  1. HB 0562 - public policy to encourage pension funds to promote State of Illinois economy through feasible investments,...
  2. HB 1494 - provides that net profits from sale or other disposition of state lottery must be deposited into a Commitment to Pension Fund that the legislature has authority to distribute percentages to various State pension/retirement funds,....
  3. HB5088 - funding of unfunded liabilities of the State retirement systems - i.e., in addition to state contributions, re: monies from unclaimed properties.
  4. HJRCA 0024 - requires 2/3's vote in both houses to increase State pension/retirement benefits,....
  5. HB524 - appropriates monies to the College Health Insurance Program,....
  6. SB0246 - limits amount of annuity payments to $100,000 (with caveats) for those hired on/or after the effective date of the bill
  7. SB 2288 - increase individual State income tax rate from 3% to 5% and the corporate tax rate from 4.8% to 8%,...
  8. SB2595 - effective 1 Jul 09, authorizes the Department of Central Management to include community colleges previously not covered under College Health Insurance Program (e.g., Chicago City Colleges,..) - with appropriations,....

8. Election results of State legislators having precincts in MVCC District 524.

  1. Michael Zalewski (D) is the new rep in HD 21.
  2. Emil Jones III (D) is the new sen in SD 14. He replaced his father, who retired.
  3. The following were reelected, had no opposition, and/or were not scheduled to be up for reelection: Viverito (D) - SD 11, Meeks (D) - SD 15, Collins (D) - SD 16, Mahoney (D) - SD 18, Crotty (D) - SD 19, and Radogno (R) - SD 41.
  4. The following were reelected or had no opposition: Madigan (D) - HD 22, Davis, Monique (D) - HD 27, Rita (D) - HD 28, Davis, Wm (D) -HD 30, Flowers (D) - HD 31, Joyce (D) - HD 35, Brosnahan (D) - HD 36, McCarthy (D) - HD 37, Kosel (R) - HD 81.

Membership Renewal Anniversary Dates Alert

In January 2005 the State Universities Annuitant Association (SUAA) started a 12-month membership program. 

1. Members on file prior to 1 January 2005 will stay in the June/July membership renewal rotation, and receive SUAA dues renewal notifications - via U.S. Mail - on/or after 15 April annually.

2. New members after 1 January 2005 will have membership renewal anniversary dates based on the month in which they paid their initial dues (e.g., anyone who paid their initial membership dues in March 2005 will receive a SUAA dues renewal notification in January 2006 - and thereafter every two months before the designated anniversary month).

3. Members who have their membership dues deducted from their monthly SURS annuitant check will not be affected by this new program.
